Add --use-cpu command line option

Merge branch 'cpu-cmdline-opt' of https://github.com/brkirch/stable-diffusion-webui into cpu-cmdline-opt

Remove MPS detection to use CPU for GFPGAN / CodeFormer and add a --use-cpu command line option.
