Go to options, advance, then disable outlook addin near the bottom of the list. I just went on the apps page and disabled "allow users to install 3rd party apps," while keeping the Microsoft app installs enabled. Compliance reached out to me and said users should only be able to freely install Microsoft owned apps on o365. This applies to teams and outlook and office apps. I was under the impression that this "let users access third party apps in your tenant" was all encompassing and would disable all 3rd party apps / add-ins for all o365 app
