I have ran outlook.exe /cleanrules and Outlook will run perfectly (without crashing) all day. But as soon as the user closes outlook and re-launches, without the /cleanrules, outlook will begin crashing again every 30 minutes. This means Outlook will run with limited features and without any add-ins enabled. After that, Outlook will check for and install any available updates. Once the Outlook update process is complete, reopen the Outlook application.

Upgrade to Microsoft Edge to take advantage of the latest features, security updates, and technical support. Try steps 1 through 3 in order until the issue is cleared. If you see a .pst file instead, skip this fix and check fix 6 below. 5) Wait for the program to detect the latest version of Outlook, and then follow the on-screen instructions to update your Outlook.
