added the option for the turn player to manually shuffle his hand, when he has priority ( max. 5 times per turn)

The hand cards are shuffled after the end of draw_phase in order to make these cards non-distinguishable. This is equivalent to changing the oder of hand cards in a real card game.

So these types of trigger effects should be allowed in damage step as default. Otherwise, we'll need to add EFFECT_FLAG_DAMAGE_STEP and EFFECT_FLAG_DAMAGE_CAL in all EVENT_TO_GRAVE effects one by one.
