Maintain cross-platform compatibility

Linux uses dirent syscalls to search ./expansions/ for dard databases
to load.

Code introduced in commit b9b16259
broke compatability with Linux. Moving these changes to #ifdefs keeps
its functionality without breaking portability.

Confirmed, "At the start of the Battle Phase" means the start step of
the battle phase
