Voucher Payment Standards (VPS)
In the Housing Choice (HCV) Program, payment requirements are utilized in the calculation of Housing Assistance Payments (HAPs) that the Housing Authority pays to the owner on behalf of the household leasing the system.
Payment standards are the optimum regular monthly support that the Housing Authority will pay on behalf of the family.
The payment requirement for a household is the lower of:
- Payment requirement for the family's unit size suggested on the coupon; or. - Payment requirement for the size of the system leased by the family.
Additional factors that affect the Housing Assistance Payment to the owner include the household's size and income, energies the household is responsible for, and the cost of similar units in the location.
The Housing Authority of the City of Los Angeles (HACLA) has actually been designated by the U.S. Department of Housing and Urban Development (HUD) as a Small Area Fair Market Rent (SAFMR) Housing Authority and, in accordance with 24 CFR 982.503, is needed to implement SAFMR-based payment requirements no behind January 1, 2025.
SAFMRs are Fair Market Rents (FMRs) calculated at the ZIP code level, rather than for the whole city. SAFMRs are intended to more precisely reflect the regional market and provide households with access to low-poverty and high-opportunity areas by offering rental help at a level that makes the greater rents in such areas budget-friendly for them.

Regardless of its location, or whether the unit is offering a sensible accommodation, the unit's lease can never be greater than the similar rents identified by the Housing Authority.

The property manager's asking rent for the unit need to be supported by equivalent rents within the location. Despite the place, the rent for the unit can never be greater than the comparable lease identified by the HACLA/third party vendor despite the VPS.
There are no area exception leas at this time.
FAMILY SHARE REMINDER: At the beginning date of the preliminary Housing Assistance Payments (HAP) contract for a system (lease-in-place or otherwise) if the agreement lease is higher than the proper VPS, the household share can not be greater than 40% of the household's adjusted regular monthly earnings. This is a statutory and regulatory requirement. There are definitely no exceptions and HUD headquarters (D.C.) can not grant a waiver on this matter.
